Carlene Neil-Allman is a management analyst for NIMHD. She assists with the day-to-day administrative management of the Institute in accordance with National Institutes of Health (NIH) policies and procedures.

Ms. Neil-Allman has 17 years of federal administrative and programmatic experience. Her career started at the National Institute of Allergy and Infectious Diseases. From 2000 to 2016, she worked as a program analyst and a management analyst in various offices at the National Cancer Institute. Before joining NIMHD, Ms. Neil-Allman worked in the NIH Office of the Director on the All of Us Research Program (formerly the Precision Medicine Cohort Program), where she assisted the chief of staff with implementing the Program’s administrative requirements.
