Dr. Dolly C. Penn is a program official in the Division of Clinical and Health Services Research at NIMHD and a board-certified public health and general preventive medicine physician.

Kenneth Sonnenberg is currently the Budget Officer for NIMHD. His primary duties include overseeing all aspects of the NIMHD budget, as well as managing the day-to-day activities of NIMHD Financial Management Branch. This includes budget formulation, execution, and presentation. He is the primary point of contact to the NIH Office of Budget as it pertains to the organization and submission of all NIMHD budget-related information, such as the NIMHD Congressional Justification, actuals, and quarterly/yearly operating plan.

Dr. Arundhati Gogineni, Ph.D., LCSW-C, is a Social and Behavioral Sciences Administrator (Program Officer) in the Division of Integrative Biological and Behavioral Sciences at NIMHD.

Her research focuses on developing and evaluating the effectiveness of innovative motivation-based interventions for alcohol and illicit drug use. She currently provides expertise in the following scientific areas related to health disparities research:

Sy L. Shackleford is a Level III-certified NIH grants management specialist. He has more than 10 years of experience in his professional field, and previously served at the National Cancer Institute and the National Center for Complementary and Integrative Health.

Mr. Shackleford holds Bachelor’s degrees in communication sciences and psychology from the University of Connecticut.
